This effectively applies to everyone - how are you going to prove you’re a resident at 1am? If you are a minority, or on a visa, it seems likely they might just take your paperwork and disappear you regardless

The curfew applies to anyone who is under 18 years old. That includes visitors to the city, not just residents.
