    Prove what, exactly? If you can cite a specific crime, I can point you to the part of the law that proves that it’s illegal, but that’s clearly not your gripe. Things that are illegal are illegal, regardless of whether they’re enforced or not. The proof is in the law that says that it’s illegal.

          You’re right, just because a law isn’t enforced doesn’t mean that it’s not a law.

          You’re committing a crime when you do 66 in a 65. It is illegal, although you may not face penalties for committing the crime.
