The sad thing is that something really close to this actually happened.
I can’t find the article now (and it also happened down south in the US rather than in Canada), but memory says it was something along the lines of a judge of a courthouse stating that he’s in the unusual position of having to ask folks to commit traffic offenses so the courthouse will have sufficient funding to be able to continue running.

For the record, I’m in favor of C-18 - but not the anti-competitive lawsuit. I don’t see how CBC can fairly be pro C-18 and also be against Meta leaving Canada (if only in part).
