I half hear you. The issue is the labour board called for the service to be reviewed to see if it is essential, because:
Dynacare workers perform about 40 per cent of all lab testing in Manitoba, including about half of phlebotomies (blood drawing for diagnostic or therapeutic purposes) and two-thirds of cytologies (microscopic examinations for diagnostic purposes), LaBossiere told the hearing.
I think there are times when the Labour Board should be attacked and ignored when it sides with corporations (most times really), but if Manitoba crirical healthcare falls its a real issue too. As the article points out, the real issue is the provinces depends so heavily on an American firm. That needs to be rectified.
