No. An employee’s value to the business isn’t reduced by them receiving tips. The business shouldn’t be able to pay them less because they are a better employee.

That would just be a rounding error to them that they probably wouldn’t notice. People at that level generally don’t pay attention to individual paychecks.

They would if they had a proportional level of homelessness. Being rural doesn’t automatically make you good people. Rural communities treated vagrancy just as badly.
Southern states owned a lot of slaves, and thought the slave owners should get to have the slave’s votes in addition to their own. They thought that if they couldn’t do that, the South couldn’t have a loud enough voice in the election.
It’s kind of related to the 3/5th compromise.
