I find this to be a general principle. In this case: “It is impossible to find the ‘energy’ to communicate a court order when a department’s entire budget is predicated on the effort of ignoring them.”

So they were disbarred and held in contempt, right?

Because they can. The executive refuses to enforce court orders on their own minions.
