I think I can make out 17 characters (including the two creators in yellow), or at least I know who their artists are. That includes at least 3 American characters. (I’ll add my guesses in comments, below)
This art was used as a poster for the Basel cartoon museum’s exhibit, last decade:

Dang, I spent an hour trying to figure out who the Joan-Jett-looking character is:
google images was like “idk someone from Corto Maltese maybe?” but they didn’t look like any character suggested. Exem did another poster with the same character from behind but google images was like “idk someone from Daria maybe?”
Exem’s Lambiek page has the OP poster with a list of the characters in it, but this character doesn’t seem to be listed there? it looks like they skip right over them.
OMG, she has that Winona Ryder look from ~1990, but I guess that couldn’t possibly be her to weirdly feature in BD art from that more general-oriented collection of BD.
WOW, that’s a good question!..
I’m thinking it’s someone I saw in “Drawn and Quarterly” or “Raw”, but that’s just a guess.
Her head is so oddly-placed, too?
Oof, I threw the Q over (kinda, sideways) to r/phroncoBD, and it’s been a huge feeding-frenzy so far:
