What possible reason could make Cooper think following through on Braverman’s plans is a good thing?

Literally every home secretary does the same thing. Must be that it’s not the politicians in control. Surely one HS since Thatcher might have had a slightly more liberal bent, but all act as if it’s their mission to kill liberties.
