I think it works like this: If your friend makes this joke to you and a small group of friends, and you know they’re not racist, and just being silly, it’s okay. If you hear a stranger shout this in a crowd, it’s too risky to give them the benefit of the doubt. Because they might be a bad actor trying to drum up support with the wrong kind of people. You all feel like like-minded friends to me, but you’re really strangers, and so are the people who can hear what you say.
Okay but with the context of the headline and the presence of an emoji, you can easily tell this is a light-hearted joke. Some people seem to be looking for problems where there are none.
